Affordable housing continues to be a top priority across all levels of government in 2026. Despite this demand, many developers building affordable rental units, both non-profit and private organizations, continue to run into financial bottlenecks of the significant scarcity of sufficient and reliable predevelopment financing, including upfront investment capital, which is critical to advance housing projects past the initial stage of development and into construction and debt financing stages.
The Affordable Housing Revolving Fund (AHRF) is a proposed province-wide fund model that would provide low-interest early-stage loans to affordable housing developers to support early-stage financing in the housing development process. This fund could jumpstart multiple projects and support the accelerated development of mixed income affordable housing projects at scale.
This session will discuss the model concept, how it could support development of affordable rental housing, and our next steps in designing the fund.

Vice President, Housing Services, WoodGreen
Mwarigha is the Vice President of Housing, Asset Sustainability & New Development at WoodGreen. Previously, he was the General Manager of Peel Housing Corporation, Ontario’s third largest municipal affordable housing corporation.Mwarigha is responsible for WoodGreen’s affordable housing growth and development strategy. With over 20 years of experience in the sector, he is an acknowledged thought leader and advocate for affordable housing as the foundation of personal well-being, social mobility and healthy inclusive communities in Toronto.Mwarigha has extensive educational/training foundation including. a Masters in Regional & Urban Planning (UZ) and in Urban Studies (UW) and Non-Profit Leadership & Financial Stewardship certificates from York & Harvard University. Mwarigha is currently Chair of Homeless Connect Toronto and a Board member of Ephraims Place – a community-based organization in the Jane Finch neighbourhood. He is also a member of the Black North Initiative’s Housing Committee. Mwarigha has completed research papers and written policy work in areas of service delivery to low income communities, youth, seniors and immigrant settlement.

Senior Director of Public Affairs, WoodGreen
Eric Mariglia has a decade of experience working in government relations, advocacy and lobbying supporting non-profits, coalition groups and umbrella associations to build relationships with government to achieve their policy and funding objectives. He is currently the Senior Director of Public Affairs with WoodGreen Community Services, developing, implementing and leading all lobbying, government relations, policy and advocacy for the organization. He has spearheaded many government relations projects and campaigns across a diverse range of sectors, including home and community care, development of affordable and supportive housing, healthcare and access to medicines, and community and social services. He has also worked at a leading public affairs agency and for a former provincial minister and Member of Provincial Parliament. Eric has a passion for improving social services, empowering vulnerable community members and mentoring youth, volunteering as Big Brother Mentor for Big Brothers Big Sisters charity for over 9 years.

Cancellations: Cancellations will be accepted up to five working days prior to the date of the program less a 15% administration fee that will apply regardless of the status of payment. Registrants who fail to attend the program or cancel after the deadline date shall be liable for the full fee. There is no charge for delegate substitutions. The AdvantAge Ontario Education Department reserves the right to cancel or reschedule this program.
